Executive Summary

The scope of this analysis is to determine the Arc Flash Incident Energy (cal/cm2) that will be available from an arc fault at any equipment from the incoming to the mains of any 277/480V or 120/240V panels.

What is Arc Flash?
-----------------------
An arc flash is a dangerous conditions associated with the possible release of energy caused by an electric arc. [#]_
.. [#] National Fire Protection Association, NFPA 70E: standard for electrical safety in the workplace.
Arc flash labeling is a code requirement, however without proper training the labels aren't adequate to keep personnel safe. Arc flash labels are intended to be an integral part of an electrical safety program including risk analysis, training, PPE, etc. Employers have a legal obligation to familiarize all personnel with the requirements to enter electrical equipment.
The employer must provide the appropriate PPE to qualified workers based upon the labels provided and guidelines in NFPA 70E, if no labels are present. We highly recommend the owner secure a copy of NFPA 70E 2018 and OSHA 29 (Sub S) for use at the facility.
Analysis Method

The studies were performed with ETAP 21.0.2. The Arc Flash calculation method used is IEEE 1584-2018. The maximum clearing time was set at 10 seconds.

Project Configuration

Briefly describe the project configuration. Below is an example that can be used to start with.
The expected utility transformer is a 150kVA. The utility provided a AIC letter dated xxxxxxxx stating that -
The available short-circuit duty from the PG&E system will not exceed 14,000 RMS symmetrical amps at the service location.
Assuming that the PGE distribution voltage is 12.47kV at the lowest, this represents a system capability of over 300MVA as the maximum. We feel this is unrealistic.
Assuming that the 14kA is on the secondary system, the transformer serving this load would need to be around 500kVA, 3 times larger than the 200A service would require.
To ensure that the system is modelled in a reasonable manner, we have assumed a 300kVA and a 150kVA padmount padmount PGE transformer with a range of short circuit levels from 5 - 100 MVA, the results below represent the worst case results.
The model was developed based on Romtec Utilities drawing, Electrical Sheet 22 of 22 Motor Control Center (MCC) One-Line Diagram and the Eaton MCC detailed bill of material.
There was no site drawing or utility layout drawings provided and all cable lengths have been assumed at 49' for the utility service and 29' for all motor feeds.
